You are the new fire and emergency services (FES) administrator for a medium-sized city fire department. The city has a limited light industry, medium-sized assembly buildings and residential areas. Each year, the city has annexed additional areas, primarily consisting of residential homes, in order to bring in more taxable revenue to cover existing shortfalls. However, there were no more areas to annex this year.
As the new FES administrator, the city manager has instructed you to cut your budget by 20% and specifically advised that you cut 21 positions. Pick any two of the positions listed below, and discuss how would you justify your proposal to that target audience, identify possible push back/resistance from the target audience perspective, and how you propose to counter the pushback/resistance:
- firefighters,
- the union president,
- the public, and
- the local news media.
