Problem
The Johnson Public Library participates in the Reciprocal Borrowing program with the Quad Cities Library System. The other cities have a growing population of young families. Patrons from the neighboring cities visit the library and check out large numbers of videos and DVDs. These patrons significantly reduce the number of new releases that are available to customers who live in Johnson City. How would you handle this situation? Why?
