Social media can play a significant role in crisis response. It has five major uses during a critical incident: conducting emergency communications and issuing real-time warnings, receiving requests for assistance, monitoring user activity to establish situational awareness, using uploaded images to create damage estimates, and conducting investigations and post-incident analysis (Lindsay, 2016). During emergencies, social media allows agencies to rapidly share public safety information, emergency alerts, and crisis updates while also enabling two-way communication between responders and the public. The Boston Marathon bombing provides a strong example of this capability. The Boston Police Department (BPD) used Twitter to provide real-time updates, request public assistance, correct misinformation, and communicate safety instructions during the manhunt for the suspects (Davis et al., 2014). Of the five major uses, situational awareness is arguably the most important. By monitoring social media posts, emergency managers can identify emerging threats, determine where victims are located, assess community needs, and allocate resources more effectively (Lindsay, 2016). Situational awareness provides responders with real-time information that may not be available through traditional channels, helping save lives and improve decision-making. While emergency warnings and public communication are critical, they are most effective when informed by accurate situational awareness.
