You are the mayor of a small town that has been fortunate enough to attract a very large religious community with the largest number of churches per capita in the country. However, you have been unsuccessful in raising revenue to take care of basic city services due to the economic downturn. The city relies a great deal upon tourism, but tourism is down quite a bit. Someone on the City Board of Supervisors has recommended to you that the churches should be asked to pay fees to have access to city services, which they do not do at the present time. Informally, some of the churches have said they would be happy to make these payments, but others will not. Is there any constitutional issue raised by this idea?
