How revolutions never actually flip pyramidal structure

Problem: Most "revolutions" never actually flip the pyramidal structure of society. While minor reformative changes may occur such as new titles of positions and perhaps some novel, more inclusive documents, systems, or institutions may be manufactured, the dominant, top-down hierarchy of the few ruling the many, even with the promise of something better, remains consistent across time and space dating back to the birth of the "state" (agricultural revolution). Why do you think this is the case? How does the Russian Revolution reveal this cycle?
