Problem
Cities have been amongst the jurisdictions hardest hit by the coronavirus pandemic, and yet the responses to the pandemic have often been primarily national and to a lesser extent, provincial. How can a "scaler" lens inform our understanding of the uneven distribution and impacts of coronavirus with regards to our communities and workplaces? What might this tell us about the significance of public services?
