1) State strengths and weaknesses of the program and provide a rationale (i.e., why you think these are strengths and weaknesses). Pay attention to program elements (e.g., which services were provided or omitted), approaches (e.g., how the program was designed/adjusted to meet the specific needs of the target group, what they did to recruit appropriate participants, what they did to maintain the quality of the program), and outputs (e.g., whether they recruited right kinds of program participants as they have planned, whether they met their recruitment goal in terms of numbers). Meeting outcome objectives or the program being successful is NOT a strength. Likewise, not meeting outcome objectives or the program being not successful itself is NOT a weakness.
2) State strengths and weaknesses of the evaluation and provide a rationale (i.e., why you think these are strengths and weaknesses). These are different from strengths and weaknesses of the program. Focus on the aspects that affect internal validity and external validity. Pay attention to evaluation study design (e.g., what kind of study design was used: pre-experimental, quasi-experimental, or experimental), recruitment/sampling methods (e.g., used methods to obtain a representative sample of the target population; used probability sampling or not; used random assignment or not; used double blind design or not), and instruments or measurements (e.g., used established and validated measures with known reliability and validity or not). Again, meeting outcome objectives, the program being successful (i.e., found to be effective), or getting statistically significant results is NOT a strength. The same is for weaknesses.
