Based on the provisions of the Rome Statute establishing the International Criminal Court, in particular Article 12, explain whether this Court has jurisdiction over the events in Ukraine. In particular: Have Russia and Ukraine ratified the Rome Statute? If a country has not ratified the Rome Statute, are there any other ways for the Court to have jurisdiction?
