Find lowest mass flow rate at water pumped without freezing


Water from a reservoir maintained at 20 deg C is pumped steadily along a horizontal pipe, from which it is discharged into a holding tank. In cold weather the pipe is known to transfer heat to the surrounding air at a rate of 2000 W. Find the lowest mass flow rate at which water could be pumped without freezing. Would this minimum flow rate be higher or lower if the downstream end of the pipe were raised?
