Explain why the second band was not present in the gel

Problem

T7 bacteriophage has 2 open reading frames (Orf 23 and Orf 43) that get amplified when mixed with PCR. Orf 23 should produce a band around 405bp and Orf 43 should produce a band at 200bp in a agarose gel. In a gel electrophoresis only one band was present at the 200bp mark. What are possible errors to explain why the second band wasn't present in the gel?
