Explain what it means to have the measure

I am supposed to replace the question mark (in the equation) with one of these mathematical symbols (<,>,=,<<,>>) and then explain what it means to have the measure value (p) fall inside or ouside the range of pacc +/- Sp. I have to specifically discuss the types of errors present (systematic and random error).
*Clearer explanation: The first and second "p" in the equation is the greek letter Rho with a dash on the top (Transtutors doesn't have greek letter). The "p" next to the words "measured value" also is the greek letter Rho with a dash at the top. The equation that says pacc +/- Sp, the first "p" is the greek letter Rho without the dash on top, but "p" after the +/- is has the dash on top.
