Assignment 1: Midterm Examination HLTHST 314 Spring 2017 Public Law Portion 1

Instructions: The following is the Essay portion of the Midterm Exam in HLTHST 314. It is open book/open note/open course-content. However, you are not permitted to work together or receive the assistance of any other person in completing this exam. Consulting with others constitutes academic dishonesty and would result in your dismissal from the class with a failing grade. Now that you have opened the Exam, you may not discuss its contents or your answers with anyone else other than the course instructor.

Moreover, the purpose of the Exam is to assess your understanding of the materials covered in this course. Please attach your answers in a .doc or .docx format into the "HLTHST 314 Midterm Exam Answer Sheet" available on Blackboard, and submit your completed document as a MS Word Document (either .doc or .docx) via Safe Assign. Do not include the text of the questions with your answer. If you complete your exam before the deadline, early submission is encouraged.

In this portion of the Midterm you will be exploring the Childern's Health Insurance Program (CHIP) by retreiving

1. A Public Law associated with the program, and

2. A Federal Register posting of a proposed rule, and

3. A CFR posting of a the final rule identified in number 2 above.

In the first portion of the examination you will conduct your own search for the information and will respond to the prompts accordingly.
In the second portion of the examination, that will only open up after you have submitted your first section, you be provided with the specific hotlinks to the specific Public Law, Federal Register and CFR locations that you will use to address the specific prompts related to the sections.

Background on CHIP

Program Description: The Children's Health Insurance Program (CHIP) is a partnership between the federal and state governments that provides health coverage to uninsured children whose families earn too much to qualify for Medicaid, but too little to afford private health coverage. Benefits vary by state and by the type of CHIP program, but all states provide comprehensive coverage like immunizations and well-baby/well-child care at no cost.

The federal government establishes general guidelines for the administration of CHIP benefits. However, specific eligibility requirements to get CHIP benefits, and the type and scope of services provided, are determined by each individual state. You must check with the CHIP office in the state you live in to confirm if your family is eligible to get benefits. These programs may be called different names in your state. When you call, you'll be connected to someone in your state who can help you learn whether your children may qualify and help you enroll them.
