Evolutionary history of the shared traits

Assignment task: Please help me with this question asap!!

Members of the Order Sirenia (manatees and dugongs) and the cetaceans in Order Cetartiodactyla lack hind legs and have a tail developed for underwater propulsion. If these order classifications are correct and given the other members of the order Cetartiodactyla, what does this say about the evolutionary history of these shared traits? Are they likely to be due to homoplasy or homology, and why? Be clear, but a couple of sentences can be sufficient.
