Discussing individuals with disabilities education act


Problem: The policy that I will be discussing is the Individuals with Disabilities Education Act (IDEA). This is technically a federal education law. Lane et. al, explains that schools and school districts provide special education to children with disabilities. Some of these diagnoses are: deaf-blindness, deafness, traumatic brain injury, autism, intellectual disability, speech, multiple disabilities and more (2020). This act is crucial for all school aged studenst to ensure that any individuals with a disability can receive adequate education. However, the con is that it is still a debate what is considered adequate. Lane Et. al, mentioned was the case of Amy Rowley and the Supreme Court. She was only able to hear about 80% of what was happening in classroom due to a hearing impairment. her parents advocated for an interpreter under free, appropriate public education (FAPE). Which was denied by the Supreme Court (2020). One major political factor is the Civil Rights Movement which began the foundation for equality in public institutions. Cultural factors were the shift towards inclusion. There was a drive by advocates towards inclusion ad mainstreaming. Especially recently there has been growth in the recognition of neurodiversity. Which includes early intervention and self-advocacy. Economic factors as for many areas is decrease in funding. All of these factors relate to the historical and future development of IDEA.
