Problem
Despite the unpredictable events that lead to fatal shootings, police nationwide have shot and killed almost the same number of people annually - nearly 1000 - since a decade ago. An overwhelming majority of people shot and killed by police are male and between 20 and 40 years old. The City of UTA is now creating a task force to combat police brutality. As the director of a team, you are required to complete the following tasks.
Discuss the issue of police brutality and use of force as problems of administration and management. You need to address:
a) legal issues and law enforcement dilemmas
b) evaluate consequences of current and past policies of police brutality/use of force
c) suggest an appropriate procedure for a police agency
