The police in Russia is largely separated into two distinctive branches historically referred to as MOB - the public safety police with the task to maintain civic order and KM or criminal police. Trust in the police in Russia is substantially lower than in Western European countries such as Germany. Many people in Russia have had bad experiences with the police and are reluctant to call for help when becoming victims of a crime. Corruption is widely believed to be significant among Russian law enforcement officers. According to a 2005 study, almost 60% of surveyed police officers had additional jobs to supplement their income. The Russian state does not monitor the private business activities of its law enforcement officers. In comparison, 20-90% of police officers in the cities of the United States conduct personal business but have to report their activities to the police authorities.
