Assignment Task: I want to know the differences between brand marketing strategy and tactics.

Is the 4P (product, price, promotion, placement) framework a marketing strategy? how is it working?

Example: If victoria's secret brand wants to grow its Australian market, what strategy should it use (not tactics)?  Please provide some marketing strategy plans for this situation.
