Develop more sophisticated techniques to open up oysters

Problem

Near the Dutch island Terschelling there are several colonies of a bird species called "oystercatcher". As their name suggests, oystercatchers live on a diet mainly consisting of oysters. However, prolonged study of oystercatchers in different colonies revealed some interesting differences in feeding specialization. While genetically similar, oystercatchers in some colonies use the strategy of opening the shell of the oyster by cutting the hinge that connects the two valves of the shell. In other colonies, however, oystercatchers use the strategy of hammering the shell with their beaks, until it cracks. Some ornithologists have therefore hypothesized that oystercatchers have "culture" and that becoming a "cutter" or a "hammerer" involves some mechanism of cultural learning.

Suppose that future research would reveal that over generations oystercatchers develop more sophisticated techniques to open up oysters, what would you conclude with respect to the learning mechanisms involved? Explain your answer.
