Michael Mandelbaum has offered a two fold scheme, the inside-out and outside-in approach. According to inside-out approach, a nation's behaviour is the product of its policy makers or of the over particular character. In contrast, in the inside-out explanation, foreign policy is the outward expression of the state's interested rule or character. The outside-in approach comprises the constraints place in all states. For example, every state's security policy is a product of the international or state system and not the state itself. It is the outside-in
