Indigenous children in Canada and Black children in Ontario are both overrepresented in both investigations and out-of-home care. In both populations this is linked to poorer social economic conditions.
Describe the overrepresentation of one of these populations, describe the human rights approach, and then provide some analysis about the challenges to actualizing the existing human rights models to that population.
