Webb & Chevreau (2006) describe the critical role of improvisation in emergency response operations. They describe four implications for "crisis planning," explain them briefly. Are these recommendations consistent with processes and recommendation in national policy documents? Do you think any of these are recommended by both policy and research, but are failing to get to implementation because of organizational issues?
