We need the first phase and it will contain 2 steps and the description of the steps are in the ppt file as follow:

step 2 in the slide 2-22 (Define Measurable Organizational Value (MOV) the project's overall goal) and it contains many sup phases and you can know these phase from the slides (from slide 2-22 to slide 2-33).
Note:- You have to build your business case based on the percentage of Saudi worker and non-worker and you can get this number from some of web sites and you have to make references of these sites
