o What are the four essential goals for urban service delivery? Pick a municipal service that would fit into each of the goals and explain how it does.
o Pick one urban government service and apply the program evaluation criteria noted in the book to that program. This is a hypothetical but a rational hypothetical (meaning justify your reasoning). Include the following:
