Problem: Are ballot measures, such as Prop. 22 a fair way for individuals, interest groups, and corporations to "create laws" outside of the legislative process? Do you think it's a way to "buy a law"? Or, is it an opportunity for the voters to have their voices heard directly - outside of the traditional lawmaking/political process?
