Could you talk more about the recommended practice of establishing a clear and concise budget for the project? If you check Table 2 in Ebdon and Landow (2012), it is NOT one of the best practices in the Omaha projects. Also, where did you find the information that "they/Omaha relied on a more informal system where each department was given a certain amount of money to spend on the project" as well as "the project was over budgeted as each department was allotted a specific amount of money to spend on the project regardless of how much they contributed"?
