Constructing a sewer line across property

Assignment:

Fields, a landowner, gave permission to the Clayton County Water Authority to construct a sewer line across his property. The authority in turn sub-contracted the work to the B&B Pipeline Company. The authority exercised no control over the method, manner, or means of construction. During construction, B&B damaged some trees on Fields’s property. Fields sued the authority, claiming that as principal, the authority was responsible for the damage. Is the authority liable in this case? (Fields v. B&B Pipeline Company, Inc., 147 Ga. App. 875)
