Computing the minimum rate of rotation

A certain kind of "governor" consists of a pair of 200g spheres hung from two 10.0 cm rods, that rotate about an axle of motor which is to be governed (speed controlled) inside the cylinder. The rods are hung so that they swing out as the axle spins faster until they contact the cylinder and slow the axle due to friction between the two spheres and the cylinder. Spheres contact the cylinder when an angle between the rods and the axle is 45 degrees.

a. Compute the minimum rate of rotation, in revolutions per minute, needed for the spheres to contact the cylinder wall?

b. If coefficient of kinetic energy between a spheres and the wall is 0.35, what power is dissipated as a result of spheres rubbing against walls when an axle is rotating at 300 rev/min?
