Choices of parents about babies with assisted reproduction

Why should there be any restrictions at all on choices of parents about babies with assisted reproduction? What is different about this process that gives governments the right to impose such restrictions? We don't impose any tests at all on who can have a baby and we even let people have babies who use tobacco and alcohol during pregnancy. Given such low standards, isn't it contradictory to impose higher standards on assisted reproduction? 11/2 page pls thanks alot
