Although interviews do have value in obtaining in depth personal history they also bring in the element of the interviewer's point of view, feelings, and preconceptions which in turn may produce variable and at times unfair results.
Psychological assessment tools which include batteries of tests identify issues like impulsivity, anti-social behavior and decision making which in turn may present a risk. Per what we learned in the psych assessment courses standard tests do better in terms of consistency which in turn supports evidence based decisions as compared to informal judgments. In the context of parole which is a setting that has very large scale implications for public safety as well as individual rights, consistency and validity of decisions are of the essence.
That said we do not put forward testing as a standalone solution without first doing careful ethical analysis. As for having to choose between them, I would say go with psychological testing which we see as a more objective and structured approach to predict future behavior.
