President Carter’s ban of grain sales to the Soviet Union in response to the Soviet invasion of Afghanistan failed when the Soviets simply started purchasing grain from other countries. Shortly after that, President Reagan angered American allies in Europe, as well as American businesses, by unilaterally imposing controls on the sale of equipment for use by the Soviets in constructing the Trans-Siberian natural gas pipeline. Can you cite any examples where trade sanctions have worked? Under what circumstances do you think that trade sanctions are likely to work?
