You will select a contemporary trend or issue that currently has (or you expect the trend/issue to have) significant effects on counseling or instruction. In this proposal you will recommend how a selected district program might respond to this trend or issue. Your proposal will include the following:

1) A description of the trend or issue that you have selected, and justification as to why it is important enough to propose a curricular program to address it.

2) A breakdown of the demographic characteristics of the school district for which you are proposing the curriculum, including: a. Student Enrollment (disaggregated by Elementary, Middle, and High Schools) b. Number of schools (disaggregated by type) c. Student Socioeconomic Status (i.e., percentage of students who qualify for free or reduced-price lunch. d. Current curricular programs in place in the district that are relevant to the curriculum you are proposing. e. Any other data you deem relevant (API/test scores, dropout rates, other trends)

3) Critical review of relevant CURRENT research and curriculum theory. a. Current research should be from the last 5 years. You may review seminal critical theory (i.e., Dewey, Friere, etc.), but must include current research that builds upon classical theory.

4) Conceptual Framework: the vantage point(s) through which you view the trend or issue.

5) Description of the students who will participate in the curriculum, including how and why you selected these students.

6) Discussion of the fiscal, human, and political resources necessary to implement the curriculum, and how those resources will be acquired, developed, and utilized.

7) Proposed project: what innovations do you propose, and how will they be implemented (e.g., what teacher/administrator/counselor professional development may be necessary? What instructional materials will be needed? What needs to be communicated to parents regarding this new curriculum?)

8) Implications of your proposed curriculum vis-à-vis school-community relations, and how you propose to deal with those implications.

9) Timeline for implementation. How long will it take to develop and implement? What is your strategy for doing so?

10) Anticipated obstacles for your curriculum. What impediments exist that may negatively impact the success of your curriculum?

11) How will you evaluate the effectiveness of your curriculum? What measures will you use (test scores, attendance, etc.)?

12) What are the effects and policy implications of your curricular proposal?
