Networkers are referring to the architecture of one of a number of network standards architectures that develop the layers of network communications and then apply their own standards, with interoperation in mind. Each network standards architecture has their own standards architecture agencies that they use. There are a number of network standards architectures, but the two most common are OSI (Open Systems Interconnection and TCP/IP (Transmission Control Protocol/Internet Protocol).

TCP/IP standards architecture uses the Internet Engineering Task Force (IETF) as their standards agency. The OSI standards architecture uses ISO and ITU-T as its standards agencies. ISO is a familiar name, it stands for, International Organization for Standardization and ITU-T is for, International Telecommunications Union-Telecommunications Sector.

OSI architecture dominates the first two layers of protocol, the physical and the data link layers, while TCP/IP architecture dominates the internet and transport layers by 90%. There is a hybrid of TCP/IP-OSI architectures that is commonly used by corporations but they also use protocols in layers 3 and 4 as well as the application layer from other standards architectures.
