Young people raised in slums cannot help but grow up to be

Young people raised in slums cannot help but grow up to be criminals. They are the products of their environment, and without a decent home life or schooling, without positive role models or spiritual guidance, they will turn to crime. We should not blame them because they are victims who simply haven't the wherewithal to become law-abiding citizens. Those individuals whom we honor for their work in numerous fields of endeavor have achieved personal success, sometimes pulling themselves up by their bootstraps and overcoming enormous odds. They are often self-made men and women who by dint of personal determination and ability have risen to the top. The criminals can't be blamed for committing crimes, but the leaders of our society can be praised for their individual effort. Explain the contradiction in theory.
