Application Assignment - Factory Scenario

In a city in Pennsylvania some years ago, there was a group of old textile factories which had been converted into retail operations known as "outlet malls" (you may live near outlet centers). These former factories were located in residential neighborhoods in which many former and current employees lived. The malls had become great draws for visitors from as far as Chicago. The surrounding streets were quite crowded with buses and cars on weekends and especially in the fall before Thanksgiving. While the residents appreciated the jobs provided by the malls, they didn't appreciate cars blocking their driveways, buses negotiating the narrow streets and the crowds who left litter and debris in their wake.
You have been called in to mediate this situation because of your expertise. Both sides want to benefit from your advice, so you know this is an integrative bargaining situation. How would you evaluate this situation? What recommendations would you make to placate both parties?
