You argued that upper management should be responsible for monitoring and control, and ultimately they do get blamed if the plan fails. However, last week we discussed the importance of communicating the plan to everyone in the organization. If someone has had the strategy communicated to them, or at least their role in the strategic plan, do they have a responsibility to monitor how well the plan is progressing in their area of the company?
