This agency has broad powers to send out letters fining businesses for whatever it thinks is wrong with your business. The letter says you are fined $100,000 for violating a law you have never heard of. In fact, the law does not exist on paper; it exists in the mind of the head of the agency. He just made the law up because the agency's budget is low, and it could use the money.
