Could you give me a reply to this classmates post which is this "I believe inducements/sanctions are the most effective way to decrease texting and driving. Most, if not all, drivers today know that texting and driving is illegal and don't care. Simply creating a law is not enough. I believe when that law is coupled with fines it makes it more likely to follow. I also believe that it can go deeper than that, through insurance, companies and both penalize and incentive texting while driving. If a driver is caught on their phone while driving a company can increase the drivers insurance payment for a month or two. If the driver is staying off their phone and practicing safe driving skills the company can in turn lower their rate, something that many companies already do. I don't think that this exact tool will be the most effective in battling the addiction epidemic in the US. I believe the most effective tool for that would be capacity building. Counseling and treatment based community support would be a much better approach.
