Write an essay that discusses each of the two scenarios and the social forces and trends that encourage and discourage development of the two. Note how the media might affect each scenario's likelihood of becoming reality and which scenario is most disturbing.
In reference to the above, also discuss what steps you would support (increased censorship, for example) or what social conditions you might tolerate (more minor crime, for example) to prevent either scenario from becoming a reality.
