1) Providing patients with choice about their care has been an explicit goal of the National Health Service (NHS) in recent years (Department of Health, 2005). Competition is viewed by the policy-makers as a way of both providing that choice and giving providers an incentive to improve health care service and efficiency. Recent reforms in the NHS have shown that more competition in the NHS has been a positive development. Critically comment on this NHS reform. In yourdiscussion, you should include:

b) Economic theory to explain the argument that more competition can improve social welfare. Use diagrams to support your arguments.
c) Empirical evidence from the academic literature and/or consultancy reports to evaluate the statementthat "recent reforms in the NHS have shown that more competition in the NHS has been a positive development".
2) Education, and higher education in particular, have been expanded in the UK.Aggregate studentnumbers in the higher education sector have doubled in 20 years. There is a widespread presumption that highereducation generates non-pecuniary spillovers and education spending tends to fall below the socially efficient level without government intervention. Explain the reasons for this argument and evaluate the potential of recent policy changes in the UK to bring about social welfare improvements.In your assignment, you should include:
a) Economic theory to explain the argument that education spending tends to fall below the socially efficient level without government intervention. Use diagrams to support your arguments.
