Write a criticism of the given scenario

Problem

Write a criticism of the following scenario : In the mid-1980s the governments of both Britain and the United States, consisting largely of those who had been radicals in the 1960s, become particularly sympathetic to the masses of the world who are starving. Consequently, they decide to try to increase agricultural production in their countries. One aspect of this policy is a new law which prevents any land currently used for agriculture or forestry to be converted to any other use. There follows a decline in the construction of new houses and a sharp increase in housing prices. Old houses are pulled down in groups and replaced by high rise apartment buildings. The higher population concentration in cities leads to increases in pollution and crime. The new law also means that many speculator farmers who own land on the outskirts of cities are replaced by real, and more efficient, farmers. This leads to an increase in food production, which results in lower food prices. Americans begin to eat more and this leads to increases in deaths due to heart and blood circulation problems.

The response should include a reference list. Double-space, using Times New Roman 12 pnt font, one-inch margins, and APA style of writing and citations.
