Paper description:

1. Identify a government or private-sector program in which race is used as a factor in decision-making. Some examples are:

• School assignment
• Affirmative action
• Welfare
• Federal Housing Act (FHA)
• Gerrymandering
• Social Security
• Financial Aid
• Homeowners Loan Corporation (HOLC)
• Federal Scholarships
• Voter Rights Act

You may use one of the ones listed or, by permission (no later than March 12), choose a different program.

2. Research the background of the issue-including the issue or need the program was designed to address, how the program started, who started the program, what changes/adjustments were made to the program after it started, and how the program works today.

3. Evaluate the benefits and disadvantages of the program to all race categories, not just the minority race categories. Also discuss any weaknesses, unintended consequences, or flaws of the program.

4. Based on your research and your evaluation of the benefits and drawbacks of the program, make recommendations. Should the program continue in its current form, continue with some modifications, or discontinue altogether? Be specific in your recommendations and support them with evidence and reasons.

5. Throughout the paper, pull from the content and perspectives you have learned in your two QLC courses.

6. Include citations and a bibliography in correct MLA or APA style. Failure to cite sources properly may result in plagiarism, even if it is unintentional.
