Would unaccompanied minors be forbidden

Problem: There is no minimum legal age for an unaccompanied child to travel aboard an airliner. Each airline sets its own policies. Usually an airline employee escorts the child to the gate, introduces the child to the flight attendants, and at the destination an airline employee meets the child at the gate and unites them with their party in the baggage claim area. There have been instances where airlines with these unaccompanied minors have been delayed or diverted, and the minor didn't make it to the destination within the planned timeframe. There have been cases where the airline put minors in hotels for the evening. During these layovers there have been cases where the minor has been injured, neglected or attacked. Should a law be written to protect these children? If you say yes, what would the law say? Would there be a minimum age? Would unaccompanied minors be forbidden?
