Problem
In a neighborhood of row houses, the owner of one house has let that building fall into disrepair. From the street, it's obvious that the building is filled with old newspapers. If a neighbor wanted to sue on the grounds that the building is a nuisance, would the neighbor characterize this situation as one involving a private nuisance or a public nuisance? Why?
