With a contiguous disk block allocation, the disk consists of a sequence of occupied and free blocks. A problem similar to external fragmentation in main memory occurs. But there is a difference: Main memory has either internal or external fragmentation, but never both, while a disk with a contiguous allocation has both. Why are the two situations different?
