Smog's Diner and Lounge located in Hobbiton, Middle Earth, provides some of the best in Hobbit cuisine this side of Gondor! The diner is located off of the main interstate -by 10 blocks- and 2 miles from the ferry and stage coach lines on the end of the Shire. Smog's caters to family diners and farmers with a take-out service for Dwarfs -they cannot eat inside. Smog also, purchases over two-thirds of its food from local suppliers. The Shire had passed a Civil Rights Act excluding discrimination some 12 months prior. In addition, the Shire also has a "commerce clause" embedded in its constitution which protects and promotes commercial development for the entire Shire. The Dwarfs sued Smog in violation of the CRA, and brought suit that the commerce clause had been violated because Smog's actions impacted interstate commerce. Will the commerce clause allow implementation of the Civil Rights Act?
