Will atmospheric water vapor condense-outside of insulation

Liquid oxygen flows at 90 K inside 3 cm O. D, 2 mm wall thickness, AISI 302 stainless steel tube with an interior convection coefficient of 1200 W/m2K. The tube is insulated with a 3 cm thick glass fiber duct liner. Will atmospheric water vapor condense on the outside of the insulation if the ambient air temperature is 300 K with a dew point of 285 K if the combined convection and radiation coefficient is 9 W/m2K?
