Will anyone that practices a skill for the amount of time

Problem

Anders Ericsson and other researchers have proposed that 10 years or 10,000 hours of deliberate practice are required to become an expert in a particular skill. What are some limitations of this notion? What unintended consequences may result from belief in the 10-year/10,000-hour rule (you may want to consider this from the perspective of the coach, athlete, parents, etc.)? Do you think all expert performers have completed at least 10 years or 10,000 hours of deliberate practice? Likewise, will anyone that practices a skill for this amount of time be guaranteed to become an expert?
