In the 2000 presidential election, candidate Bush's platform included a promise to cut income taxes. The economy entered a recession just after he was elected in 2001. In early 2001, Congress passed a tax cut package that included tax rate reductions and $300-$600 rebates to all taxpayers. In general, was this an appropriate exercise of fiscal policy given that the economy was headed into a recession? Why?
