Why tosha is not as strict or overbearing as cal/osha

Problem: Here in the land of rolling mountains in the east of the state, a major muddy river to the west, and the home to dead Elvis, moonshine, and funny accents, we have a state plan called Tennessee Occupational Safety and Health Administration (TOSHA). TOSHA is not as strict or overbearing as CAL/OSHA, but then what is?. TOSHA provided the same functions as the Federal OSHA. The job of TOSHA is to improve the occupational health and safety of Tennesseans using enforcement of the general industry, construction, and agricultural occupational safety and health standards in the workplace. TOSHA will consult, assist with training and education, inspect a site, and issues penalties as well. In my opinion, the state approach is the best, these plans are more responsive to local needs than Federal OSHA. Most State plans cover public sector employees light firefighters, police officers
