Question- Why Puerto Ricans are not considered immigrants in the United States?

Answer-They are not considered immigrants because that they have been a part of the commonwealth, they have just become part of the United States and so has the island even though they are not a claimed territory for say. I know working in the Airforce I see alot of flights that go down to Puerto Rico and no one ever needs a passport and I've been asking why, and what i've learned is that they are an owned territory I guess.
